The intent of this NOFO is to develop, disseminate, and monitor HIV communication messages through strategic partnerships to populations with the greatest health disparities. Given that there are limited resources to devote to partner activities, the NOFO focuses efforts on communities highly impacted by HIV (e.g., gay and bisexual men, transgender women, black/African American communities, Hispanic/Latino communities and youth and emerging adults) and in jurisdictions where the epidemic is most prevalent, new infections are taking place, and that have been previously overlooked by similar programs. In addition, the NOFO seeks to leverage organizations from across a variety of sectors including but not limited to civic and social organizations, LGBT organizations, health care provider associations, faith-based institutions, media outlets, and foundations.
